Hong Kong issues 22 prosecutions, 10 disciplinary actions over lift contractor violations in 5 years
Hong Kong's Development Secretary revealed 22 prosecutions and 10 disciplinary actions against lift contractors in five years. The Electrical and Mechanical Services Department is conducting a comprehensive review of lift safety, with immediate expansion of on-site inspections. An independent probe
The Hong Kong Development Secretary, Ngon Houn-ho, said the Electrical and Mechanical Services Department (EMSD) had successfully prosecuted 22 cases and taken 10 disciplinary actions against registered lift contractors or engineers in the past five years. The disciplinary actions included cancellation of registration, temporary suspension of registration and fines.
In a written reply to a lawmaker's query, Ngon said that in response to recent incidents related to lifts, the EMSD had launched a comprehensive review and examination covering specific requirements and supervision systems for new and major lift alteration works, inspections and maintenance. The department has also stepped up patrols and spot checks on all lifts, with the review expected to be completed by the end of this year.
Before the completion of the review, the EMSD will immediately expand the scope of on-site verification tests to include not only safety items but also key items that may affect lift operation and functions. These checks will be conducted on-site by EMSD personnel. If any deficiencies in lift work quality or contractors' supervision and inspection systems are found during patrols and audits, the department will follow up immediately.
Regarding the lift project at Queen Mary Hospital Clinical Building 1, Ngon said the Development Bureau had launched an independent investigation. A report had been submitted to the Chief Executive days ago, and the bureau was providing further information on remedial works and follow-up actions as requested. The bureau will report the results to the Legislative Council's Development Affairs Committee as soon as possible and make a public disclosure.
The Architectural Services Department and the Hospital Authority have immediately inspected and reviewed all ongoing projects involving shaft construction and lift installation in government buildings and hospital projects under their purview. No similar problems have been found.
