China Labour Bulletin welcomes the decision to postpone the introduction of Article 23 legislation and more importantly the decision to withdraw the current proposals which are contrary to international human rights standards and would have led to damaging restrictions on the fundamental rights of Hong Kong people.
However, we remain aware of the fact that Article 23 of the Basic Law must be implemented and ask that the government uses this breathing space to develop a set of non restrictive minimal laws which protect and promote basic human rights.
