In response to the official "Warmth Project" (song wennuan) for the Chinese New Year, the All-China Federation of Trade Unions (ACFTU) requested its cadres to stay close to the grassroots poor. Wei Jian-xing, ACFTU's president, issued the official directive on 6 February, 2002 ordering all ACFTU cadres assist the Party and government in the campaign to look after all needy workers in the run up to the New Year to prevent any "accidents" from occurring. In previous years, some poor people had resorted to suicides and assaults during a festival which is meant to highlight prosperity and wellbeing. ACFTU cadres were required to send reports to the corresponding party and government bodies about cases which required special attention. Pensioners, laid-off workers and old model workers were identified as the most needy targets. ACFTU made a pledge that they would make sure that no needy families would have to go through the New Year without having the festive dish of dumplings to eat.
In an urgent directive issued on 8 February (4 days before the New Year), the ACFTU obliged all its city branch offices to activate their hotline services, so that workers in dire straits could receive help and counseling throughout the New Year period until 26 February. The quasi-government body told its officers that they must not be impatient nor lacklustre in their service to these workers, or they would face reprimands and disciplinary actions.
