Siu Sai Wan children's assessment centre to open next month; services to merge with Hospital Authority in 2027

The Department of Health announced on 6 November that the new Siu Sai Wan Children's Assessment Centre will open next month. Located on the seventh and eighth floors of the Siu Sai Wan Health Complex at 11 Fu Heng Road, the centre is more than twice the size of the existing Ngau Tau Kok centre and is equipped with new assessment tools and facilities to provide more comprehensive and quality evaluation services for children in need.

Children currently receiving services at the Ngau Tau Kok centre will be arranged to continue care at either the new Siu Sai Wan centre or a centre serving their residential area. The department will notify affected parents or guardians via text message. Children living on Hong Kong Island will be assigned to the Siu Sai Wan centre, while those in Ngau Tau Kok will be assigned to the Lady Youde Children's Assessment Centre in Kwun Tong.

From 31 May 2027, services at all seven Department of Health Children's Assessment Centres – located in Kowloon City, Kwun Tong, Kwai Chung, Sha Tin, Fanling, Tuen Mun and the new Siu Sai Wan centre – will be integrated into the Hospital Authority. This follows the Chief Executive's 2024 Policy Address call to review the healthcare system's roles and objectives, refocusing the Department of Health on public health, regulation and enforcement while gradually shifting clinical services to the Hospital Authority or the Primary Care Board.

After integration, children's assessment services will merge with the paediatric and adolescent services at the Hong Kong Children's Hospital, enhancing multi-disciplinary collaboration, improving staffing and streamlining referral mechanisms. Children suspected of having developmental or behavioural problems will receive comprehensive multi-disciplinary assessment, treatment and rehabilitation with better service continuity and coordination.

To ensure continuity of care, existing service records and medical records held by the Department of Health will be transferred to the Hospital Authority, which will send appointment notices by post or via the "HA Go" app. The authority encourages parents or guardians to register children for a "HA Go" account to view appointment arrangements.

Parents or guardians who choose not to continue services under the Hospital Authority may contact the Department of Health at 2246 6659 during office hours to sign documents declining the transfer. Signed documents must be returned by 31 December 2026. The Department of Health will handle and destroy records in accordance with the Personal Data (Privacy) Ordinance. Appointments for such children on or after 31 May 2027 will be cancelled, and any future need for assessment services under the Hospital Authority will require a new referral and appointment process.
