Hong Kong's Lands Department issued nine pre-sale consent letters for residential projects in the third quarter of 2026, according to a government press release on 7 October. Eight of the approved projects were phased developments. The department also granted one assignment consent for a phased project in Tai Po, covering 727 residential units.
As of 30 September 2026, the Lands Department had 34 pending pre-sale consent applications for residential projects, involving a total of 15,378 units. In addition, the department was processing four assignment consent applications covering 865 residential units and two non-residential units. Four pre-sale consent applications for non-residential projects were also awaiting approval.
The government advised potential buyers of off-plan properties to carefully review project details and sales procedures before making any deposit payments. This includes information from advertisements, sales brochures or price lists issued by developers. Sales brochures typically contain summaries of the deed of mutual covenant, covering common areas, undivided shares allocated to each unit, the appointment term of the manager, the apportionment of management expenses, and summaries of government lease documents.
