Hong Kong tourism committee backs multi-stop travel strategy

Hong Kong's Tourism Strategy Committee held its seventh meeting on 2 November 2026, with members endorsing the city's first five-year tourism plan and key measures in the Policy Address. Secretary for Culture, Sports and Tourism Rosanna Law said the plan actively promotes synergy among culture, sports and tourism, deepens the '+tourism' experience, enriches high-quality tourism products, and positions Hong Kong as a 'multi-stop' demonstration core zone and the southern gateway for overseas visitors entering the mainland.

Law stated that the Policy Address aligns with the five-year plan. The Culture, Sports and Tourism Bureau will focus on three areas: hardware construction, institutional reform, and telling Hong Kong's story well. These efforts aim to raise the economic benefits of tourism, strengthen the foundation for deeper integration of culture, sports and tourism, drive overall economic development, and showcase Hong Kong's unique appeal to the world.

Committee members agreed with and supported the key directions and measures in the five-year plan and the Policy Address. They discussed how to leverage Hong Kong's positioning as a 'multi-stop' demonstration core zone by developing distinctive, high-quality tourism products to attract more high-spending overnight visitors and launch 'multi-stop' tourism between Hong Kong and mainland cities.

Hong Kong's tourism performance has remained strong. In the first nine months of 2026, the city recorded 40.7 million visitor arrivals, a 12 per cent increase year-on-year. August saw approximately 5.46 million visitors, the highest single-month figure since the pandemic. The full-year forecast for 2026 is 53.8 million visitors, up about 8 per cent from 2025, with total inbound tourism-related spending projected to reach 238.1 billion Hong Kong dollars, an increase of about 10 per cent year-on-year.

The committee provides strategic advice to the government and promotes collaboration among stakeholders in tourism and related sectors, including culture, sports, retail and food and beverage. Its members include leading figures from the tourism industry and representatives from related fields.
