Hong Kong seeks applications for arbitration institutions under Mainland-HK legal pact
Hong Kong's Department of Justice invites applications from arbitration bodies to become designated institutions under the 2019 Mainland-Hong Kong arrangement on interim measures in arbitration. Applications must be submitted by 1 December 2026.
Hong Kong's Department of Justice (DoJ) has opened a new round of applications for arbitration institutions and permanent offices seeking designation under the Arrangement between the Department of Justice of the Hong Kong Special Administrative Region and the Supreme People's Court of the People's Republic of China on Mutual Assistance in Interim Measures in Connection with Arbitral Proceedings.
The arrangement, signed in April 2019, allows parties in arbitrations seated in Hong Kong and administered by qualified designated institutions or permanent offices to apply to Mainland Chinese courts for interim measures, including preservation of assets or evidence.
Interested arbitration bodies may submit applications to the DoJ to become designated institutions or permanent offices under the pact. Those granted designation will be recognised for a period of three years from the date of appointment.
All applications and supporting documents must be submitted in writing, either by post or email, to the DoJ's Alternative Dispute Resolution (ADR) team in the Civil Law Division. The deadline for submissions is 1 December 2026.
Applications should be addressed to: Alternative Dispute Resolution Team, Civil Law Division, Department of Justice, 2/F, East Wing, Justice Centre, 18 Lower Albert Road, Central, Hong Kong. Enquiries can be directed to the ADR team by telephone (3902 8825 or 3902 8889) or email ([email protected]).
