Hong Kong parking meter system crash caused by software update, operator to refund users

The Transport Department of Hong Kong has announced that an early-morning software update on 3 November caused a backend system failure, disrupting all of the city's approximately 11,000 parking meters. The department said the update led to a software malfunction that prevented the backend system from connecting properly with the meters.

The operator has been instructed to conduct a thorough investigation and submit a detailed report to prevent a recurrence. The department stated there is no evidence that the system was subjected to a cyberattack, and the matter has been reported to the Digital Policy Office.

The system failure was first reported to the department by the operator at around 8:20am, when payment functions were suspended or meters displayed errors. After emergency repairs, the system was restored to normal operation at 12:15pm.

The operator will arrange full refunds for all transactions made between 8am and 12:15pm, crediting the same payment method used. The operator aims to complete the approval process for refunds within this week.

Drivers with inquiries can call the service hotline at 2332 3700. The department has required the operator to deploy additional staff to handle the approximately 1,100 inquiries received so far. The department emphasised it will handle the incident seriously and cautiously, and will ensure follow-up work and backup plans are in place to maintain system stability.
