Hong Kong's Secretary for Financial Services and the Treasury outlined major strategic shifts for the city's financial sector on 5 October 2026, speaking at a Legislative Council panel on the first five-year plan and the 2026 Policy Address. The official described a transition from "scale pursuit" to "functional enhancement" and from "financial city" to "finance-empowered city," with finance driving technology, green development, and livelihoods.

To strengthen Hong Kong's role as a global offshore yuan hub, the Hong Kong Monetary Authority is discussing with the People's Bank of China to optimise currency swap arrangements. A seven-day offshore yuan liquidity tender mechanism will be launched, and issuance of short-term offshore yuan debt instruments is being studied. The government will also explore paying expenses in yuan for more mainland-related transactions, though it stressed that HKD and the currency peg remain unaffected.

On stock market reforms, the Hong Kong Exchange is consulting on listing mechanism competitiveness and will consult on a streamlined IPO prospectus regime. The Securities and Futures Commission will consult on simplifying prospectus disclosures. The government also plans to include yuan-denominated trading counters in the Stock Connect scheme.

New growth areas include a gold trading ecosystem. A central clearing and settlement system for gold will launch in the first quarter of 2027. The exchange will announce details of a yuan-denominated physical gold futures contract this year. A "gold hotline" will assist international gold traders, and a commodities joint working group held its first meeting last week.

For fintech, legislation will be introduced this year to license virtual asset trading, custody, advisory, and management services. The government is also studying legal frameworks to combat AI-generated fraud. A five-year tax incentive offering 5 per cent or half-rate tax for key industries will be proposed by year-end.

The Financial Development Bureau will launch a "Financial Services Youth Internship Programme," providing 1,000 positions across the financial sector over two years. The official called for cooperation with the legislature and industry to implement the development blueprint.
