Hong Kong official hails Shenzhen-HK tech seed fund launch
A Hong Kong government official praised the launch of a Shenzhen-HK seed fund for early-stage tech startups, linking it to the city's new five-year plan and innovation strategy. The fund focuses on hard tech and youth enterprises.
A senior Hong Kong government official on Thursday praised the launch of a Shenzhen-Hong Kong seed fund for early-stage technology startups, describing it as a key step in cross-border innovation cooperation.
Speaking at the launch event for the Guohong Jiaxin Shenzhen-Hong Kong Science and Technology Innovation Seed Fund, the Permanent Secretary for the Innovation, Technology and Industry Bureau said the fund aligns with Hong Kong's first five-year plan, published in September, which proactively aligns with the national 15th Five-Year Plan. The plan, together with the 2026 Policy Address, aims to build Hong Kong into an international innovation and technology hub, establishing a new structure of three major innovation parks and five research institutes, and setting up a HK$10 billion innovation and technology industry guidance fund.
The official noted that the fund, launched by Guohong Jiaxin Capital, leverages the firm's experience in building the Shenzhen-Hong Kong innovation ecosystem. It connects six Hong Kong universities and three major innovation parks to promote the integrated development of innovation and technology between Shenzhen and Hong Kong.
According to the official, the Guohong Jiaxin Shenzhen-Hong Kong Science and Technology Innovation Seed Fund focuses on early-stage, small-scale and technology-driven investments, particularly in hard tech and youth-led innovation enterprises. This approach, he said, matches the Hong Kong government's strategy of developing patient capital and addresses the practical need to commercialise research findings from the two cities.
The fund links university research, industrial capital and the startup community, helping early-stage projects move from the laboratory to the market. The official expressed confidence that the fund would leverage the resource advantages of both Shenzhen and Hong Kong to support the growth of early-stage tech firms and inject vitality into the industry-academia-research integration of the two cities.
The event was also attended by the Chairman of Guohong Jiaxin Capital, the Director of the Shenzhen Park Development Administration of the Shenzhen-Hong Kong Innovation and Technology Cooperation Zone, and the Deputy Minister of the Shenzhen United Front Work Department.
