The Legislative Council of the Hong Kong Special Administrative Region will convene at 11:00 am on Wednesday, 4 November, in the council chamber of the Legislative Council Complex. During the meeting, the second-reading debate on the 2026 Tax (Amendment) (Crypto-Asset Reporting Framework and Amended Common Reporting Standard) Bill will be resumed. If the bill receives support from members and passes the second reading, it will be referred to a committee of the whole house for further scrutiny. Following committee review, if the committee’s report is adopted by the council, the bill will proceed to a third reading.

In addition to the tax bill, members will consider several motions. Lawmaker Alice Kwong Sau-yan will propose a motion titled “Cracking Down on Bid-Rigging: Criminalising Bid-Rigging Activities.” The content of the motion is set out in Appendix I of the meeting agenda. Three lawmakers – Wong Wing-wai, Yip Ngo-tung and Chan Wing-yan – will each propose amendments to Kwong’s motion.

Lawmaker Chan Cho-kwong will introduce a motion on “Implementing ‘Ageing in Place as the Foundation’: Building an Age-Friendly Community.” The details are contained in Appendix II. Lawmakers Yeung Wing-kit, Chan Wing-kwong and Chan Pui-leung will each propose amendments to Chan Cho-kwong’s motion.

Furthermore, lawmaker Lau Chi-pang will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the deadline for amending subsidiary legislation. The resolution is included in Appendix III.

Lawmakers will also raise 22 questions on various policy areas, six of which require oral replies from the government. The public can view the meeting agenda on the Legislative Council website (www.legco.gov.hk) and watch or listen to the proceedings live via the council’s webcast system. Those wishing to attend in person at the Legislative Council Complex should call 3919 3399 during office hours to reserve seats.
