Hong Kong leader urges youth to seize opportunities under 'one country, two systems'

Hong Kong Chief Executive John Lee, speaking as leader of the Scout Association of Hong Kong at a scout rally on 1 November 2026, outlined four expectations for young people: to have the nation in their hearts, to think globally, to strengthen their will and to help others.

Lee said nurturing young people to thrive is fundamental to Hong Kong's long-term stability, international competitiveness and talent pool. He noted the government's first five-year plan continues to build on the Youth Development Blueprint to support young people in pursuing their dreams and becoming a new generation that loves the country and Hong Kong, has a global perspective, ambition and positive thinking.

Under the 'one country, two systems' principle, Lee said, Hong Kong connects internally with the mainland and externally with the world, creating unlimited opportunities. Young people who dare to dream can fully develop their talents, he added.

The chief executive stated that China is the world's second-largest economy with strong momentum for high-quality development. The Hong Kong government is actively broadening channels for young people, providing support schemes for exchanges, internships and entrepreneurship on the mainland. Young people should root themselves in the country while connecting with the world, Lee said.

He noted the government established an International Youth Talent Exchange Base this year and expressed hope that young people will actively participate in international exchange platforms to broaden their horizons and develop a global perspective.

Addressing future challenges and rapid technological change, Lee encouraged young people to face difficulties head-on. He also urged them to step into the community, care for the vulnerable, serve society and give back with youthful enthusiasm.
