Hong Kong launches leadership pilot course for uniformed youth

The Hong Kong Security Bureau held the launch of a pilot training activity for its Uniformed Youth Leadership Forum on 24 October 2026. Secretary for Security Tang Siu-keung addressed the opening ceremony, outlining activities for the coming year and sharing four elements for success: learning knowledge across different fields, sharpening communication and analytical skills, maintaining a diligent and practical attitude, and developing a broad perspective.

Tang told participants that young people have many opportunities ahead and urged them to seize the chance to broaden their horizons through the year's activities. He encouraged them to cultivate a sense of national duty, expand their global outlook, strengthen their spirit of service, and turn what they learn into capital for contributing to the nation.

Li Meng, vice-president of Shenzhen University, and Wong Chi-hin, principal of the Macao Security Force Higher Education College, both partners of the Leadership Forum, also delivered speeches at the ceremony.

The pilot course is being held at the Hong Kong Fire and Rescue Academy. In addition to discipline, team-building and leadership training, participants will experience simulated firefighting and rescue operations. The course also features sharing sessions from distinguished individuals from various fields, including Chan Hak-kan, permanent chairman of the Leadership Forum, who analysed skills that cannot be replaced in the age of artificial intelligence, and Hong Kong wushu athlete Miu Wai-ying, who shared her martial arts learning journey. Gao Wang, a teacher from the Faculty of Social Sciences at Shenzhen University, and Yuen Kim-fung, acting head of the Research and Development Division at the Macao Security Force Higher Education College, will also give special lectures for the participants.

The Security Bureau established the Leadership Forum in October 2022 to deepen youth work. The new term of the Leadership Forum comprises 50 members from Hong Kong, 30 students from Shenzhen University, and 26 young people from the Macao Security Force Youth Corps.
