Hong Kong's Department of Health has issued a response to media inquiries regarding the 'Heal' Reproductive Medical Centre, confirming it completed an investigation early last month into the centre's failure to report a significant risk event to the department within 24 hours, as required under the Code of Practice for Day Medical Centres (the Code) pursuant to the Private Healthcare Facilities Ordinance (Chapter 633).
The department stated that following its investigation, it issued a press release noting that the centre had, as directed, implemented a series of remedial measures to prevent a recurrence of similar incidents and to ensure strict future adherence to the Code, including the mandatory reporting of any identified serious risk events within 24 hours.
The Department of Health reiterated that all licensed private healthcare facilities providing reproductive technology procedures must strictly comply with both the licensing conditions set by the department and the Authority, as well as the requirements of the Code. It warned that for any licensed private healthcare facility found to have breached the Code, the department will take corresponding regulatory action based on the level of risk the violation poses to patient safety.
The department said it will continue to monitor licensed private healthcare facilities for compliance with the Ordinance, licensing conditions and the Code, in order to safeguard public safety.
The response was issued to the media on Monday, 5 October 2026, at 6:45 pm Hong Kong time.
