Hong Kong government outlines plans to boost 'island-hopping' ferry links

Hong Kong's government has outlined its strategy to develop island-hopping tourism, a key component of the Hong Kong Tourism Blueprint 2.0, by improving ferry connections between outlying islands. In a legislative council reply on 28 October 2026, the Transport Bureau and the Culture, Sports and Tourism Bureau detailed current services and future plans for water transport.

The government noted that Hong Kong has 1,180 kilometres of coastline and 263 islands. It said it will develop island tourism while respecting the ecological environment and considering the carrying capacity of the coastline and islands. Currently, 14 licensed ferry routes and 68 kaito (small ferry) routes provide water transport to outlying islands, including popular tourist destinations such as Cheung Chau, Mui Wo, Tai O and the outer islands of Sai Kung.

Regarding new direct routes between islands, the Transport Bureau said it welcomes and encourages ferry operators to consider developing new routes, including those with multiple stops, to attract more passengers. It cited the example of a kaito route from Sha Tau Kok to Lai Chi Wo, Ap Chau and Kat O, which was launched in early 2024 following a government invitation under the second phase of the Sha Tau Kok opening plan. The bureau said it allows operators to flexibly adjust services based on demand, including increasing frequencies during peak seasons, and welcomes trial operations of new routes to test market reception.

On simplifying licensing procedures for kaito ferries, the bureau said it has set up an online channel for submitting applications and renewals for kaito ferry route licences. Applications can be submitted year-round. The bureau said it will continue to actively follow up on all kaito ferry service applications, including providing assistance to applicants and communicating closely with relevant departments such as the Marine Department, the Civil Engineering and Development Department and the relevant District Offices to speed up the approval process.

To reduce transport costs for island-hopping tourists, the government said it encourages ferry operators to offer various fare concessions, such as multi-trip tickets, including monthly passes, same-day return tickets and holiday return tickets. Through the 'Island Excursion Scheme', the Transport Bureau provides free ferry travel to eligible groups organising activities on outlying islands. In the past year, about 40,000 people travelled free of charge under this scheme.

The Culture, Sports and Tourism Bureau, via the Hong Kong Tourism Board, continues to promote island tourism through the Discover Hong Kong platform, promotional videos and social media content. It encourages the industry to develop more distinctive island tourism products using island resources.
