Hong Kong civil servants attend lecture on China's national security challenges

The Hong Kong Civil Service College on 29 October hosted a lecture on “China’s Current Regional Security Situation”, featuring Dr Li Kai of the China Institute for International Studies. The lecture examined the country’s security environment amid global changes, how China promotes cooperation with neighbouring states, and the balance between development and national security.

College Director Kwok Yan-ming said in his opening remarks that national security risks are everywhere and that safeguarding national security is not only the duty of intelligence or law enforcement agencies but a responsibility for all citizens. He stressed that Hong Kong civil servants, from various professional backgrounds, must understand the regional situation, foster mutual trust and common development, while staying alert to national security risks in increasingly frequent cross-border activities, so as to effectively prevent and defuse dangers.

About 180 Hong Kong government personnel attended the lecture, including political appointees and middle-to-senior level civil servants, some via video link.

The lecture was part of the “Holistic View of National Security” series launched in 2023. The series aims to explain the core ideas of the holistic national security concept, analyse the latest security situation under great-power rivalry, and outline the challenges China faces in safeguarding national security, in order to raise civil servants’ awareness of the need to actively protect national security. The lectures are delivered by experts from the China Institute for International Studies and the Centre for the Study of the Holistic View of National Security.
