Hong Kong appoints two new members to civil service training advisory panel

The Hong Kong government announced on 31 October 2026 the appointment of two new members to the Civil Service Training Advisory Committee, alongside the reappointment of its chairman. The appointments take effect from 1 November 2026.

Xu Xiaoman and Guo Kaijie have been appointed as non-official members for a three-year term ending 31 October 2029. Professor Wong Yuk-shan was reappointed as committee chairman for a two-year term ending 31 October 2028. The committee advises on civil service training and the long-term development strategy of the Civil Service College.

Secretary for the Civil Service Ingrid Yeung welcomed the appointments and reappointment. She said: "This year Hong Kong formulated its first five-year plan, which proposes that the government will further improve the civil service training management system and enhance public governance capacity. The Chief Executive's 2026 Policy Statement Annex also proposed several measures to strengthen civil service training in support of the five-year plan. I believe that with Professor Wong's outstanding leadership and the diverse experience of committee members in various fields, the Civil Service Training Advisory Committee will continue to provide diverse and strategic advice on civil service training development, offering strong support for the government to strengthen its governance capacity."

The government expressed sincere gratitude to outgoing members Ho Yan-yan, Li Luan-hui and Professor Wang Yu-jian for their valuable contributions to the committee's work over the years.

The committee comprises academics, human resources management experts and professionals with extensive administrative experience. Its membership includes a chairman, a vice-chairman (the Secretary for the Civil Service), non-official members and ex-officio representatives from the Civil Service Bureau, the Development Bureau (works), the Innovation, Technology and Industry Bureau, and the Security Bureau.
