Hong Kong Housing Authority to Start Flat Selection for HOS 2025 on October 21
The Hong Kong Housing Authority will begin flat selection for the Home Ownership Scheme 2025 on October 21, offering nearly 7,000 new flats across five projects. Prices range from about HK$1.5 million to HK$4.8 million, with a 30 per cent discount from assessed market value.
The Hong Kong Housing Authority (HA) will begin flat selection for the Sale of Home Ownership Scheme (HOS) 2025 on October 21. The HA will invite eligible applicants by post or email in batches, according to the priority order of application categories, to select flats at the HA Customer Service Centre in Lok Fu.
The HA spokesman said on October 13 that the authority has been committed to improving the housing ladder. To help better-off public rental housing (PRH) tenants and other eligible applicants buy subsidised sale flats and move up the ownership ladder, the HA launched three schemes in April: HOS 2025, the Green Form Subsidised Home Ownership Scheme 2025 (GSH 2025), and the White Form Secondary Market Scheme 2025. The balloting for all three was completed on July 10. The flat selection for GSH 2025 ended in mid-September, with all flats sold to green form applicants. HOS 2025 will start selection on October 21, and eligible applicants are encouraged to seize the opportunity to realise their home ownership aspirations.
HOS 2025 offers five new development projects in Kai Tak, Kam Tin, Tseung Kwan O, Ping Shan, and Tung Chung, providing nearly 7,000 flats with saleable areas ranging from about 26.1 square metres (about 281 square feet) to about 52.0 square metres (about 560 square feet). In addition, about 400 unsold HOS flats will be put up for resale.
The HA continues to set HOS flat prices at an affordable level to help citizens step onto the property ladder. The discount rate for HOS 2025 is set at 30 per cent off the assessed market value (i.e., sold at 70 per cent of the market value). Prices for new HOS flats range from about HK$1.5 million to about HK$4.8 million. For example, for a flat priced at HK$2.8 million (saleable area about 36.2 square metres or 390 square feet), with a 90 per cent mortgage over 30 years at a current mortgage rate of about 3.5 per cent, the monthly mortgage repayment would be about HK$11,300.
The priority order for eligible applicants is determined by application category, quota ratio, and balloting results. Tenants affected by announced PRH clearance plans (including Wah Fu Estate blocks Wah On, Wah Lok, Wah Cheong, Wah Tai, and Wah Kin; Choi Hung Estate's Bik Hoi, Kam Bik, and Dan Fung House; Ma Tau Wai Estate's Yeung Kwai House and Shui Tsui House; and Sai Wan Estate) will have priority in selecting flats if they choose to buy subsidised sale flats instead of rehousing.
The HA has reserved 2,800 new HOS flats (about 40 per cent of the total) for eligible families under the 'Family with Elderly Priority Scheme' and 'Family with Newborn Priority Scheme'. Additionally, 700 new flats (about 10 per cent of the total) are reserved for single applicants. The priority order for different applicant categories is detailed in the annex.
From October 14 until the end of the selection period, sales brochures and price lists for the HOS development projects will be available. Printed copies can be obtained at the Lok Fu Customer Service Centre, and electronic versions can be viewed on the HA's designated website (www.housingauthority.gov.hk/hos/2025). Models of the new developments, interior layout models of standard HOS flats, virtual tours of sample flats, display boards, and other materials will also be available at the centre and on the website. For enquiries, applicants can call the 24-hour HA sales hotline at 2712 8000.
