Hong Kong Customs launches anti-illegal tobacco campaign in Eastern District estate
Hong Kong Customs conducted a cross-departmental anti-illegal tobacco publicity event at Model Estate in Eastern District. Officers patrolled the estate, informing residents about penalties for illicit tobacco offences and explaining the upcoming duty-paid label system.
Hong Kong Customs conducted a cross-departmental anti-illegal tobacco publicity campaign at Model Estate in Eastern District on 28 October, according to a government press release. Customs officers patrolled the estate, informing residents about the department's work against illegal tobacco and reminding them that the maximum penalty for offences involving un-duty-paid tobacco has been raised to a fine of HK$2 million and seven years' imprisonment. Officers also explained to estate security guards how to respond when suspecting illegal tobacco activities.
Customs officers also introduced to residents the duty-paid label system to be implemented in Hong Kong. The department completed a three-month pilot scheme for the system earlier this year and will continue to maintain close communication with stakeholders to refine the system's design and implementation details. Customs said it expects the duty-paid label system to effectively distinguish between duty-paid and un-duty-paid cigarettes, targeting so-called "white label cigarettes".
Customs said it will continue to strengthen publicity and education to raise public awareness against illegal tobacco. If a public housing unit is found to be involved in illegal tobacco offences, Customs will notify the Housing Authority after the court concludes the case. Customs urged residents not to buy or sell illegal tobacco or distribute illegal tobacco leaflets, warning that doing so could result in a criminal record affecting their future.
Under the Dutiable Commodities Ordinance (Chapter 109), anyone who handles, possesses, sells or purchases illegal tobacco commits an offence and, upon conviction, faces a maximum fine of HK$2 million and seven years' imprisonment. Under the Smoking (Public Health) Ordinance (Chapter 371), no person may distribute any form of tobacco product advertisements, including any leaflets, with offenders liable to a maximum fine of HK$50,000. Residents can report suspected illegal tobacco leaflet distribution activities via the Department of Health's Tobacco and Alcohol Control Office hotline 2961 8823.
