Hong Kong Customs held a graduation parade for new recruits on 4 November 2026, with reviewing officer Tang Yat-sun addressing the ceremony. In his speech, Tang said the city's first five-year plan, which is closely tied to national needs and Hong Kong's strengths, focuses on internal connectivity and external links to advance the development of the city's four centres and one highland, as well as deeper integration with the Guangdong-Hong Kong-Macao Greater Bay Area.

Tang noted that Hong Kong Customs, as a key department responsible for external connectivity and safeguarding the nation's borders, is a critical force in implementing the five-year plan and aligning with national strategies. He highlighted that the country's 15th five-year plan has given the department new tasks, including the smart upgrade of the Lok Ma Chau border checkpoint, the enhancement of hardware and software connectivity across Greater Bay Area checkpoints, and the optimisation of clearance mechanisms.

He also pointed out that the application of artificial intelligence, big data and smart equipment has made Hong Kong Customs an indispensable part of executing the five-year plan. Tang urged the graduates to uphold loyalty, serve the people through law enforcement, stay innovative in line with the times, and carry forward the spirit of patriotism and dedication.

He said national strategies and opportunities in the Greater Bay Area provide a broad platform for Hong Kong, and expressed hope that the recruits would contribute to the city's high-quality development and long-term stability.
