Hong Kong Correctional Services inaugurates advisory board for youth leadership programme

The Hong Kong Correctional Services Department (CSD) held a joint ceremony on 3 October 2026 for the inauguration of the 'Prison Pioneer Leader' honorary advisory committee and the promotion of cadets in the youth uniformed group. Commissioner of Correctional Services Wong Kwok Hing officiated as the guest of honour, joined by members of the new advisory committee, representatives from participating schools, and more than 100 leadership cadets and their families.

To support the long-term development of the 'Prison Pioneer Leader' programme, the CSD has appointed eight new members from various sectors to the honorary advisory committee this year. The department said the appointments aim to inject new momentum into the youth uniformed team and promote its continuous growth.

During the ceremony, 79 cadets were promoted for their outstanding performance and after passing rigorous assessments. Among them, three were promoted to senior leaders, 11 to intermediate leaders, and 65 to advanced leaders. Commissioner Wong congratulated the promoted cadets and expressed hope that they would, as senior peers, pass on their experience to new cadets, foster team spirit, and contribute to society.

In his speech, Wong noted that since the launch of the 'Captain Gor Alumni' in December 2024 – named after the programme's mascot 'Captain Gor' – the CSD has aimed to recruit primary and secondary school students as non-uniformed members. Through diverse activities, the alumni seeks to systematically nurture them into patriotic and positive-thinking young people, while identifying potential recruits for the 'Prison Pioneer Leader' uniformed team. A new website for the alumni was launched last month, providing a one-stop platform for youth and educational groups to access the latest information and register for community education activities.

Several leadership cadets shared their experiences at the ceremony, saying the training had broadened their horizons and helped them discover their potential. They expressed a determination to give back to society, promote law-abiding and inclusive values, and help build a better Hong Kong.

The CSD said it will continue to use diverse activities to convey key messages to young people about loving one's country and family, obeying the law, staying away from drugs, and supporting rehabilitation.
