Hong Kong Correctional Services drills simulate fire, riot at prison

The Correctional Services Department (CSD) conducted a large-scale emergency response drill at Lo Wu Correctional Institution on 21 October, simulating a series of incidents including inmate brawls, hostage-taking, a fire, a collective riot and the discovery of explosives.

The drill was designed to test the department's ability to respond to emergencies, including on-scene command and information transmission, activation of emergency response systems at various levels in line with the developing situation, and the effectiveness of departmental response measures and information dissemination, the CSD said.

It also tested coordination between the CSD and other government departments during an incident, and included procedures for emergency evacuation after the discovery of explosives within the prison grounds.

More than 150 personnel participated in the exercise, including the CSD's Emergency Response Team and Regional Response Team, as well as officers from the Hong Kong Police Force and the Fire Services Department.
