HKMA CargoX event showcases trade data connectivity progress

Hong Kong Monetary Authority (HKMA) successfully held CargoX Solution Day on 5 October, bringing together key stakeholders from the freight logistics and trade data ecosystem to share insights and showcase innovative solutions under the CargoX pilot project aimed at enhancing regional trade data connectivity.

Themed "Creating Local and Regional Trade Data Connectivity: CargoX Pilots New Horizons for Trade Finance", the event attracted over 300 industry participants from banks, freight logistics and trade data providers, government agencies, and partner institutions of the Commercial Data Interchange (CDI). The programme included keynote speeches, panel discussions and solution demonstrations focusing on strengthening data connectivity between Hong Kong and major trading partners including mainland China and ASEAN economies, as well as the integration of the CDI with key government freight logistics and trade data platforms.

A highlight of the event was the signing of a Memorandum of Understanding between HKMA and the Pan-Asian Alliance (PAA) (Note 1) to drive digitalisation of trade finance. The two sides will launch innovative projects to enhance freight logistics and trade data connectivity between Hong Kong and PAA member economies, thereby stimulating data-driven financial services innovation and increasing trade finance opportunities in the region.

HKMA also shared progress on the CargoX pilot in boosting connectivity with major trade corridors. In collaboration with the Shanghai Municipal Data Bureau, HKMA successfully linked the CDI with Shanghai's digital trade platform under an initiative called "CargoConnect". This allows the first five pilot banks (Note 2) to access and use trade customs declaration data from the Yangtze River Delta region for trade finance processes such as verifying trade authenticity and conducting due diligence, enabling Hong Kong companies engaged in onshore and offshore trade to obtain loans more quickly. The pilot has so far facilitated 10 trade finance approvals totalling HK$180 million. HKMA aims to extend this model to other mainland Chinese cities in the next phase.

HKMA Deputy Chief Executive Lee Tat-cho said: "Today's CargoX Solution Day provided an important platform to demonstrate how the CargoX pilot project transforms strategic recommendations into concrete actions. Building on the encouraging progress of the CargoX pilot, the signing of the MoU with PAA marks a significant milestone in our commitment to creating regional trade data connectivity with ASEAN and other economies, enabling more accessible trade finance for SMEs. Leveraging the CDI data infrastructure, CargoX will continue to expand from local to regional levels, building a more efficient and inclusive cross-border digital trade ecosystem to support SME growth and facilitate international trade."

PAA Chairman Tan Sri Syed Nasser Al-Abidin said: "This MoU with HKMA is an important milestone in advancing regional cross-border trade finance. By connecting PAA's solid regional network with Hong Kong's advanced CDI infrastructure, we will further unlock the potential of data-driven finance, reduce long-standing information and financing barriers in cross-border trade, and expand access to funding for SMEs in ASEAN and neighbouring economies. PAA looks forward to working with HKMA to create a more inclusive, resilient and highly digitalised regional trade ecosystem."
