The Chief Executive of the Hong Kong Special Administrative Region addressed the 20th anniversary dinner of the Hong Kong Association of Professional and Senior Executives on 6 October, praising the organisation's role in fostering professional exchanges and policy advice.

In his video speech, the Chief Executive noted that this year marks the start of the national "15th Five-Year Plan" and that he had recently released the "First Five-Year Plan of Hong Kong" alongside the Policy Address. He said the plans align with national development strategies and lay a foundation for the city's future growth.

The Chief Executive stressed Hong Kong's unique advantages under "one country, two systems," including its role as a global financial, shipping, trading and aviation hub. He said the city is working to become an international innovation and technology centre and a hub for high-end talent.

He highlighted professional services as key to high-quality development, noting that the government will push for a comprehensive upgrade of CEPA to deepen cooperation with the mainland in services trade and professional fields. This would facilitate the flow of talent, capital and services.

The Chief Executive encouraged mainland enterprises to use Hong Kong's international platform and high-value professional services, which he said would expand opportunities for the sector and boost the city's development. He also urged the professional services sector to seize opportunities from the Belt and Road Initiative and explore new markets.

Looking ahead, he expressed hope that the association would continue working with the government to nurture professional talent and help write a new chapter for Hong Kong under the five-year plan.
