Electoral Affairs Commission Chairman Justice Lo King-man inspected the Election Committee by-election office in Hong Kong on 6 October 2026, confirming that preparations for the nomination period are complete. The nomination period for the by-election of the Election Committee's functional constituencies will run from 7 October to 20 October 2026. The by-election itself is scheduled for 22 November 2026.
Justice Lo visited the election office at the Tamar Government Headquarters to review the process for receiving nomination forms and to inspect the venue's readiness. He stated: "The relevant election office's preparations for the nomination period of the Election Committee functional constituency by-election are ready. Staff will follow procedures to receive nomination forms, ensuring smooth operation when the nomination period begins tomorrow."
Justice Lo had previously held a briefing for election officers on 22 September 2026. At that briefing, he detailed matters that election officers must pay attention to during each stage of the election, emphasised their important role and responsibilities, and reminded them to handle election work in accordance with relevant election laws and election activity guidelines to ensure the by-election is conducted in an open, honest and fair manner.
Candidates in the Election Committee functional constituency by-election must be aged 18 or above, registered as electors in a geographical constituency, and registered as voters in the relevant functional constituency or have a close connection to it. Nomination forms must be signed by at least five registered voters in the relevant functional constituency, and each voter may nominate no more candidates than the number of Election Committee members to be elected from that functional constituency. If a group voter acts as a nominator on the nomination form, the nomination can only be made through that group voter's authorised representative.
If the number of validly nominated candidates in a functional constituency exceeds the number of Election Committee members to be elected from that constituency, a vote will be held on 22 November 2026.
Nomination forms can be obtained from two Registration and Electoral Office locations, the relevant functional constituency's election office, or any district office during office hours, and can also be downloaded from the election website (www.elections.gov.hk). Candidates must personally submit completed nomination forms along with a deposit of HK$1,000 to the relevant election officer during normal office hours within the nomination period. Candidates are advised to pay the election deposit via Faster Payment System, cash or banker's draft to avoid any issues that might arise from cheque dishonour.
